Our Founder
Sarah Turner is undertaking a Doctorate in Health and Social Care Practice focusing on brain injury and perpetrators and victims of violence and abuse.  
This is a continuation of her 25 years’ experience in health and social care which has seen her work across sectors from primary to tertiary care with an expertise in mental health.
Sarah Turner is the founder and co-director of Phoenix Training and Consultancy Ltd, part of the wider Phoenix Group. Under her leadership, Phoenix has grown into a national provider of training and consultancy, working across health, social care, criminal justice, government, and public health.

Sarah is recognised for her ability to design and deliver training programmes that do more than meet compliance. Phoenix programmes are person-centred, trauma-informed, and challenging of organisational culture, equipping staff at every level to reflect critically, adapt their practice, and embed sustainable change. Each course is taught by professionals with deep, first-hand experience in the sectors they serve, ensuring training is credible, practical, and grounded in reality.
Her work has influenced both policy and practice, from grassroots initiatives through to contributing to national legislative developments such as Domestic Abuse Protection Orders. Sarah continues to work closely with underrepresented communities, including travelling communities and women in the probation system, amplifying their voices in government and academic arenas.
As a business leader, Sarah has built Phoenix into a trusted partner of organisations such as the Ministry of Justice, Senedd Cymru, local authorities, and national charities. She also oversees the strategic development of Phoenix Group, which brings together training, consultancy, psychotherapy, and future growth ventures in property and supported living.
